HHS has established a recurring process for consolidating and publishing anticipated purchases covered by the Make PPE in America Act. Every HHS division must forecast recurring purchases, annual and emergency-stock replenishment, seasonal demand, and possible surge requirements. Forecasts will be updated quarterly, beginning Oct. 15, and will cover contracts, purchase cards, and other acquisition methods. The projections are planning signals, not guaranteed orders.

The government is replacing one-time data collection with a living forecast intended to give domestic manufacturers earlier visibility into federal demand.

PPE manufacturers have long argued that unpredictable purchasing and post-emergency demand collapses make domestic capacity difficult to sustain. A recurring federal forecast could help manufacturers plan labor, raw materials, and production, but its value will depend on accuracy and whether projected demand becomes actual procurement.
